Herrera favorece alianzas público privadas enfrentar problemas distribución y transmisión

SANTO DOMINGO, República Dominicana.-  Las alianzas público privadas tienen una gran oportunidad en el sector eléctrico para contribuir con la solución de problemas que causan rezagos, específicamente en las áreas de distribución y transmisión.

El planteamiento fue hecho por Roberto Herrera, director ejecutivo del Consorcio Energético Punta Cana – Macao (CEPM), gerente general de la Compañía de Electricidad de San Pedro de Macorís (CESPM) y gerente país de InterEnergy Group.

Al exponer en un conversatorio organizado por Multivalores Puesto de Bolsa, Herrera definió como esperanzador el hecho de que los nuevos planes de gobierno plantean soluciones al área de distribución de energía en conjunto con el sector privado.

A su juicio, sería interesante que las empresas de distribución puedan abrirse en algún momento al mercado de capitales o a financiarse a través de los fondos de pensiones, aunque previamente requieren de un liderazgo que las haga desandar el camino de las pérdidas y sus desequilibrios financieros.

Reconoció que esa tarea es “titánica” pero posible, sobre todo si se aprovecha la actual coyuntura de precios bajos en los combustibles y si se sinceriza la estructura tarifaria para conectarla con la realidad del mercado.

Herrera Pablo, quien también es presidente de la Asociación Dominicana de la Industria Eléctrica (ADIE), explicó que en el caso de la transmisión de energía -un área que demanda capitales en forma intensiva- es posible apelar también a las alianzas público privadas, sobre todo ahora con una legislación sobre la materia que solo necesita un reglamento para aplicarse.

El ejecutivo empresarial definió como inadmisible que en una economía pujante como la dominicana, con desarrollo tecnológico, industrial, comercial y en los servicios, todavía existan grandes segmentos de la población sin recibir energía eléctrica confiable y de calidad.

Herrera dijo que la gente -sin importar el nivel social- está en disposición de pagar la energía que consume cuando esta representa un suministro confiable y de calidad e indicó que el ejemplo más elocuente es lo que existe en la zona de concesión de la empresa CEPM. 

Por otro lado, ponderó los avances que ha logrado el país en materia de energías renovables, que sin embargo necesitan hacerse competitivas apoyándose en tecnologías de almacenamiento, para garantizar el suministro continuo “en las horas en que no contamos con sol o con viento.”

Aparte de las inversiones en transmisión, distribución y  el mejoramiento de la gestión comercial, el sector eléctrico necesita una consolidación a nivel de las instituciones del Estado, con un liderazgo claro que debe ser asumido por el Ministerio de Energía y Minas.

En la actualidad -subrayó- son múltiples los interlocutores del sector, debido a la dispersión institucional que debe ser corregida. Indicó que con esto y el cumplimiento de la Ley General Electricidad, el país estaría contando con el mejor pacto eléctrico.

“Un café en Multivalores”, actividad coordinada por el gerente general del puesto de bolsa, Erick Jerez, contó con la presencia virtual de empresarios, profesionales y técnicos con intereses en el sector eléctrico.
