Santo Domingo, R.D., Septiembre, 2020.- La Embajadora de los Estados Unidos, Robin Bernstein, abogó para que se construya una red sólida de líderes de los sectores público y privado para mejorar la capacidad de respuesta de la República Dominicana ante desastres naturales.
Al participar en el evento de lanzamiento virtual de la campaña sobre “Resiliencia y Desastres Naturales: Mejores Prácticas y Alianzas Público-Privadas”, que realizaron la Cámara Americana de Comercio de la República Dominicana (AMCHAMDR), la Embajada de los Estados Unidos y el Centro de Operaciones de Emergencias (COE), la diplomática estadounidense destacó el compromiso del gobierno de su país para incentivar de preparación ante desastres naturales y la cultura de resiliencia tanto en los ámbitos públicos como privados, especialmente frente a la pandemia del COVID-19.
“No hay prioridad más alta para nuestra Embajada que la seguridad de los ciudadanos estadounidenses y el salvaguardar las inversiones de los Estados Unidos en el país, y también nos esforzamos por apoyar la estabilidad, la seguridad y el desarrollo de nuestros amigos en la República Dominicana”, dijo la embajadora Bernstein. “Por eso seguimos colaborando con el Gobierno dominicano a través del desarrollo de planes de contingencia, capacitaciones a los equipos locales y nacionales de respuesta a emergencias y donaciones para enfrentar la pandemia del COVID-19. Debemos tener la mentalidad de que los desastres y otras adversidades son inevitables, pero podemos mitigar el impacto a través de la colaboración y la preparación.”
Bernstein, cuya labor diplomática tiene entre sus prioridades principales la preparación ante desastres y la resiliencia, hizo un llamado para que las organizaciones preparen procedimientos operativos de respuesta ante desastres naturales e integren mecanismos para salvaguardar a sus colaboradores y sus familias.
En tanto que Tim Callaghan, asesor regional de la Agencia de los Estados Unidos para el Desarrollo Internacional (USAID, por sus siglas en inglés), destacó la importancia de la participación del sector privado para mejorar la eficiencia y eficacia en la gestión de los desastres naturales y su papel clave en la etapa de recuperación.
“El sector privado está bien equipado para aportar experiencia, tecnología y otros recursos más allá de las contribuciones financieras. Existe una necesidad crítica de mejorar la coordinación entre el sector privado y el humanitario”, afirmó.
Callaghan dijo que la USAID trabaja junto al sector privado en el desarrollo de capacidades locales de respuesta, en la preparación ante desastres, la reducción de riesgos y la respuesta y recuperación temprana.
Mientras que el Director del Centro de Operaciones de Emergencias (COE), mayor general retirado Juan Manuel Méndez, abogó para que se continúe invirtiendo en la reducción del riesgo ante los desastres naturales en el país y se puedan crear comunidades más resilientes.
A juicio de Méndez, se debe capacitar a las comunidades vulnerables para que sean conscientes de las eventualidades que las pueden afectar y se empoderen para asumir de forma autónoma la responsabilidad de su manejo y control.
“Para crear una comunidad resiliente y más segura se requiere intercambiar conocimiento de los riesgos generados y adoptar estrategias para impedir que se ponga en peligro la vida humana y los recursos de las generaciones futuras”, señaló.
Así mismo, Méndez citó que la vulnerabilidad del país ante el impacto de amenazas naturales ha aumentado como consecuencia de la expansión urbana sin planificación en relación con las amenazas climáticas temporales.
Sin embargo, enfatizó que la Ley 147-02 sobre Gestión de Riesgo ha logrado modificar el escenario de manejo e intervención ante la vulnerabilidad frente a desastres naturales y que la misma le ha permitido al COE desarrollar estrategias, acuerdos y acciones para gestionar el riesgo ante desastres y a la vez, contar con la cooperación internacional y las alianzas público-privadas para dar respuestas eficaces y mejorar las prácticas y mecanismos de alertas.
Lanzan Guía de Preparación para empresas ante huracanes
En el marco del lanzamiento de su campaña de Prevención ante Desastres Naturales, la Cámara Americana de Comercio de la República Dominicana (AMCHAMDR), la Embajada de los Estados Unidos en la República Dominicana y el Centro de Operaciones de Emergencias (COE) pusieron en circulación la primera edición de la “Guía Práctica de Preparación de su empresa ante un huracán”.
El documento recopila las medidas preventivas que deben implementar las organizaciones a fin de garantizar el bienestar colectivo y salvaguardar sus activos ante el paso de un huracán y en el contexto de la pandemia del COVID-19.
El presidente de AMCHAMDR, Ramón Ortega, resaltó que la Guía permitirá a las empresas gestionar efectivamente los riesgos, proteger a sus colaboradores, su infraestructura crítica y desarrollar mecanismos de respuestas.
“Desde AMCHAMDR entendemos que se precisa crear una cultura de resiliencia en las organizaciones, a fin de reaccionar con efectividad ante los desastres naturales y minimizar sus efectos en la continuidad de las operaciones, infraestructura crítica y recursos claves de la empresa”, afirmó Ortega.
El documento está centrado en entender la naturaleza, características e impacto de los distintos fenómenos que se desarrollan durante la temporada ciclónica, así como también las medidas que debe tomar la empresa ante el paso de un huracán y cómo estructurar un plan de emergencia.
Se abordan además temas sobre cómo identificar los factores de riesgos que pueden impactar una empresa, proteger al personal y la infraestructura crítica, el papel de la comunicación en la prevención de desastres y los beneficios de implementar planes de contingencia ante huracanes.
La guía se publica a propósito de la presente temporada ciclónica en la zona del Atlántico, que se extiende desde el 1 de junio al 30 de noviembre. De acuerdo con proyecciones de la Administración Nacional Oceánica y Atmosférica (NOAA) esta temporada 2020 será “extremadamente activa”.
Además de Guía, se lanzó la campaña audiovisual de Prevención ante Desastres Naturales, donde participaron Ramón Ortega, presidente de AMCHAMDR, Roberto Herrera, Country Manager de Inter-Energy Group; María Waleska Álvarez, presidenta de NAP del Caribe; Alexander Schad, presidente de Frederic Schad; Carlos José Martí, presidente del Grupo Martí; y Ana Figueiredo, presidente de Altice Dominicana.
